Rachel Kosmal McCart
Equine Legal Solutions (ELS) is a leading equine law firm based near Portland, Oregon. Founder Rachel Kosmal McCart is licensed to practice in four states: California, New York, Oregon and Washington. She is also admitted to practice before the U.S. District Court for the District of Oregon and the U.S. District Court for the Central District of California. Rachel works with attorneys in other states as a consultant and pro hac vice. She provides services for all breeds and disciplines and represents clients in horse-related litigation, helps resolve equine disputes, drafts customized equine contracts, represents clients in matters pending before international and national governing bodies of equestrian sport and forms LLCs and other entities for horse-related businesses.

Attorney Bio
Rachel is a Duke University School of Law graduate and has practiced law for more than 25 years. She is a member in good standing of the California, New York, Oregon and Washington bars, is admitted to practice before the U.S. District Court for the District of Oregon and the U.S. District Court for the Central District of California and is a member of the Federalist Society. Prior to founding Equine Legal Solutions, Rachel was a corporate lawyer at Donovan, Leisure, Newton & Irvine in New York and Cooley Godward, LLP, in the San Francisco Bay area. Rachel also served as in-house securities counsel at Silicon Graphics and Intel Corporation.
Rachel grew up on a horse farm in Tipp City, Ohio, and competed as a youth rider in nearly every discipline at Appaloosa, Quarter Horse and hunter/jumper shows. To help raise money for their horse show efforts, Rachel and her mother, Mary Kosmal, bought, retrained and sold horses. As a 10-year member of Miami County Ohio 4-H, Rachel never missed 4-H horse camp, and she had a lot of fun (and learned something, too!) as part of winning horse bowl and judging teams.
Rachel is a member in good standing of the United States Eventing Association and AQHA Professional Horsemen. She currently owns three horses. As an adult amateur, Rachel earned numerous open and amateur American Paint Horse Association (APHA) points in almost every event as well as many year-end APHA regional awards in a wide variety of events. In 2012, Rachel switched to three-day eventing.
Rachel and her husband keep their horses at their home in Oregon, which is shared by numerous cats, dogs and chickens. They also grow produce for their local farmers’ market, specializing in heirloom tomatoes. In her spare time, Rachel enjoys designing and making jewelry, which she sells as Ride the Wind Designs.

Rachel McCart regularly speaks on equine legal topics and has been a guest lecturer at numerous prominent horse industry gatherings, including the American Quarter Horse Association Convention and the California Horse Expo.
